For this tutorial you will need:
2 Tubes and a background image, colours and font of your choice.
I have included the materials I used in the zip file

No outside filters required
Open a new Transparent Image 650 x 450
Materials Palette - Foreground - #bdc69c
Flood fill Raster 1
Duplicate this layer
On Copy of Raster 1 apply Texture Effects - Weave - Gap = 2, Width = 2, Opacity = 1, Weave colour Foreground colour in Materials Palette, Gap colour White, Fill Gaps checked
Change the Opacity of this layer to 70% and Layer Mode to Soft Light
New Layer. Flood with White
Open and minimize the Beach Scene mask
Layers - New Mask Layer from Image
In the drop down box choose the Beach Scene - Source Luminance checked
Merge Group
Effects - Edge Effects - Enhance
Adjust - Sharpness - Sharpen
Change Layer Mode to Soft Light and Layer Opacity to 75
Copy and Paste the flower tube as a New Layer
Use the mover tool and place into the left corner
Change the Layer Opacity to 30
 
New Layer
Selection Tool - Custom Selection
Top = 0, Left = 550, Right = 650, Bottom = 450
Change Foreground in the Materials Palette to a gold pattern or gold gradient and Flood fill the Selection
Leave the ants marching
Selections Modify, Contract by 1, hit Delete on the keyboard. Leave Selection
Selections Modify, Contract by 1, Flood with gold. Leave Selection
Selections Modify, Contract by 1, hit Delete on the keyboard
Selections Modify, Contract by 1, Flood with gold. Leave Selection
Selections Modify, Contract by 1, hit Delete on the keyboard
Select None
Duplicate this layer
Rotate 90 degrees left
Move over to the left and up until the top left border rests on 60 across the top and 35 down the side

Apply Effects - Reflection Effects - Rotating Mirror
Horizontal offset = 51, Vertical Offset = 0, Rotation Angle 157. Check Reflect
Use the Mover tool. Move up and off the working image and until it touches the side border
See tag for placement
If you don't move the border up far enough the Magic Wand selection in the next step will not work
Magic Wand - Click inside the border
New Layer
Flood fill with White
Change the Layer Opacity to 15 and the Layer Mode to Dissolve
Select None
New Layer
Selection Tool, Custom Selection
Top = 0, Left = 0, Right = 50, Bottom = 450
Flood fill the Selection with White
Change the Layer Opacity to 15 and the Layer Mode to Dissolve
Now for the fun part
Preset Shape Tool - Ellipse - Create as a Vector checked - Width = 5
Foreground set to Gold pattern or Gradient, Background set to Null
Draw out a circle not too big
Objects Align - Center in Canvas - Convert to Raster
Duplicate the circle
Resize - Do not check 'Lock aspect Ratio'
Change the width to 80% and the Height to 35%

Move this layer into the bottom of the circle
Duplicate - Image Flip - Image Rotate 45 degrees
Use the Mover tool to position
Duplicate and Mirror
Close all layers except for the circle layers and Merge the circles Visible
The Screenshot on a black background is to show what the circle will look like. Yours will be a transparent merged layer

Open all layers
Use the Mover tool and place the circle in the bottom left corner
Apply Effects - Reflection Effects - Feedback
Opacity = 75, Intensity = 75, Horizontal and Vertical = 75 and check Elliptical
This is a starting point as your circle won't be the same size as mine
Change the Intensity and the Horizontal and Vertical amounts for a pattern to suit your circle
Duplicate this layer and Merge Down
Open the female in glass tube
Resize 65% - check 'Lock aspect ratio'
Copy and Paste as New Layer
Apply a Drop Shadow of Vertical = 1, Horizontal = 10, Opacity = 40, Blur = 15, Colour Black
Use the Mover tool and position the tube
Write your text, or add a brush to the top border
Apply Borders Symmetrical = 2, Colour #bdc69c
Add watermark and any necessary Copyright information
Resize using Bicubic Resampling
