For this tutorial you will need:
A selection of Tubes, colours and font of your choice.
I have included the materials I used in the zip file

Open a new Transparent Image 650 x 450
Materials Palette Foreground colour #ffb518 - Background colour #9c3900
Note: Colours used for foreground and background will be in the center of the image when wave effects are applied and the colour chosen in the wave effects window will appear down both sides
Selection Tool - Custom Selection.
Top = 100, Left = 285, Right = 365, Bottom = 350
Flood with Foreground colour
Selections Modify - Select Selection Borders - Outside checked, Border Width = 5, Antialias checked
Flood border with Background colour
Selections None - Do not move the rectangle
Same Layer
Apply Effects - Distortion Effects - Wave
Horizontal Displacement - Amplitude = 22, Wavelength = 2
Vertical Displacement - Amplitude = 0, Wavelength = 50
Colour checked and choose a complimentary colour from your tube
I used #717362
Same Layer - Effects - Distortion Effects - Polar Coordinates
Check Rectangular to Polar - Check Transparent
Edit - Cut - Edit - Paste as a New Layer
The pattern will be centered on your working image
Same Layer
Select All Modify - Contract = 20
Invert the selection and hit delete
This will remove some stray pixels
Selections None
Same Layer
Resize by 80% - this layer only
Change the Opacity to 70 and the Layer Mode to Multiply
Selection Tool - Custom Selection
Top = 64, Left = 82, Right = 570, Bottom = 385
Highlight the bottom layer - it should be empty
Open cdez-sb texture 03
Copy and Paste into Selection
Selections Invert and flood with White
New Layer
Materials Palette Foreground to #ffb518 - Background to #9c3900
Make a Foreground Background Gradient, Angle 130, Repeats 0, Linear
Flood fill the selection with your gradient
Leave the selection active
Apply Effects - Distortion Effects - Pixelate
Symmetric Unchecked - Block Width = 325, Block Height = 225
Selections None
Same Layer
Magic Wand - Mode, Add/Shift, RGB, Tolerance = 0, Outside checked
Select the top left corner and the bottom right corner
Apply Effects - Texture Effects - Weave
Gap size = 1, Width = 2, Opacity = 2, Weave and Gap colour White. Fill Gaps checked
Selections None
Same Layer
Magic Wand
Select Bottom Left corner and Top Right corner
Selections - Promote Selection to Layer
Apply Effects - Distortion Effects - Twirl
Value at Minus 535 degrees
Selections None
Highlight the Frame Layer
Select the same two corners, same settings for the Magic Wand
Apply Effects - Texture Effects - Mosaic Antique
Symmetric checked, Columns and Rows = 68, Tile Diffusion = 5, Grout Width = 5, Grout Diffusion = 40
Adjust Sharpness - Sharpen
Selections None
Highlight the promoted Selection Layer
Select the Bottom Left corner and the Top Right corner and Apply Blinds
Width = 2, Opacity = 60, Nothing checked and use colour # 717362
Selections None
Merge Down
Change the Layer Opacity to 65
Same Layer Apply Drop Shadow
Vertical and Horizontal = 5, Opacity = 50, Blur = 15, Colour Black
Repeat the Shadow with Vertical and Horizontal at Minus 5
Highlight the top layer, pattern layer and Apply Drop Shadow
Vertical and Horizontal = 5, Opacity = 25, Blur = 15, Colour Black
Open the Puppy tube - Resize 75%, Copy and Paste as a New Layer
Change the Layer Mode to Luminance (without the L)
Apply Drop Shadow to puppy layer
Vertical and Horizontal = 5, Opacity = 25, Blur = 15, Colour Black
Copy and Paste the corner tube as a New Layer
Use the Mover tool to place in the bottom right corner. See tag for placement
Change the Layer Mode to Luminance (L)
Merge All Layers Visible
Selections - Select All - Modify - Contract by 30
Effects 3D Effects - Buttonize. Height and Width = 7, Opacity = 100, check Transparent and use the Background colour
Selections Invert
Apply Effects - Distortion Effects - Wave
Horizontal Displacement - Amplitude = 18, Wavelength = 2
Vertical Displacement - Amplitude = 4, Wavelength = 50, Colour checked and use #d9af65
Adjust Sharpness - Sharpen
Selections None
Image - Add Border - 1 Pixel Symmetrical checked and use Background colour
Add watermark and any necessary Copyright information
Resize using Bicubic Resampling
