For this tutorial you will need:
A couple of background images, some tubes, colours and font of your choice.

Open a New Transparent Image 650 x 450
Selections - Select All Copy and Paste Anna Scott Wild Pink into Selection
Selections None
Same Layer - Apply Effects - Texture Effects - Fine Leather
Colour Black - Angle = 180, Blur = 80, Transparency = 240, Number of Furrows = 60, Length of Furrows = 10
Selections None
New Layer
Selection Tool - Custom Selection
Top = 20, Left = 0, Right = 650, Bottom = 60
Selections - Modify - Expand by 1
Flood with #9f5d63
Selections None
Change the Layer Opacity to 60 and the Layer Mode to Multiply
Same Layer - Effects - 3D Effects - Chisel
Size = 3, Solid Colour checked, use #9f5d63
Duplicate the strip layer - Image - Flip
New Layer
Selection Tool - Custom Selection
Top = 100, Left = 30, Right = 180, Bottom = 350
Flood Selection with #c7c8d9
Selections Modify - Select Selection Borders - Border Width = 2, Outside checked, Antialias checked
Flood the Selection with gold beads or gold gradient
Selections None
Same Layer - Effects - Geometric Effects - Skew
Horizontal checked - Skew Angle = 10, Transparent checked
Duplicate
Effects - Image Effects - Offset
Horizontal Offset = 175, Vertical Offset = 0 , Transparent checked
Duplicate
Apply Effects - Image Effects - Offset - same settings
Hide Raster1, Raster 2 and Copy of Raster 2
Merge remaining three layers visible
Edit - Cut - Paste as New Layer. (this centers the image)
Unhide all layers
Highlight and Duplicate Raster 3 - Image - Mirror - Merge Down
Adjust - Sharpness - Sharpen
Magic Wand - Add/Shift - RGB Mode - Tolerance = 0, Antialias not checked
Select all the solid colour areas - Selections Modify - Expand by 1
New Layer
Copy and Paste Alexander Yelagin Chamomile into Selection
leave selection active
Effects - Texture Effects - Fine Leather
The settings will be the same as for the background layer
Selections None
Merge Down
Apply Drop Shadow
Vertical and Horizontal = 8, Opacity = 30, Blur = 15, Colour Black
Repeat Drop Shadow with Vertical and Horizontal at Minus 8
Copy and Paste Isharimal almost human as a New Layer
Resize this layer only 85% and move to the left edge
Duplicate
Highlight the original tube layer
Adjust - Blur - Gaussian Blur = 25
Same Layer - Effects - Distortion Effects - Wind, From Left, Wind Strength = 100
Change the Layer Mode to Multiply
Highlight the top layer (face) and change the Layer Mode to Luminance (L)
Copy and Paste fantasy bridge blue as a New Layer
Image - Resize this layer only 70%
Move to the right side of your working image
Change the Layer Mode to Soft Light
Copy and Paste Gwyn-mist-ramo as a New Layer
Move to the bottom left corner
Edge Effects - Enhance - Layer Mode to Hard Light
Check to make sure the petals are around her lips and not up her nose
Merge All Layers Visible
Add text, brushes or corners
Add Borders - Symmetrical = 1, Dark colour from tube
Add watermark and any necessary Copyright information
Resize using Bicubic Resampling
